BATAM – The executive board of the Regional Leadership Board (DPD) of the Association of Sons and Daughters of Army Families (Himpunan Putra-Putri Keluarga Angkatan Darat / HIPAKAD) for the Riau Islands (Kepri) Province for the 2025–2030 tenure was officially inaugurated on Saturday (15/8/2026).
The inauguration ceremony took place at the Planet Holiday Hotel, Jodoh, Batam City. During the inauguration process, Safirizal Sitourus—popularly known as Ucok Cantik—was officially entrusted to take the helm as the new Chairman of DPD HIPAKAD Kepri. This inauguration marks an essential milestone for the new leadership board in driving organizational consolidation across the Riau Islands region.
The event received widespread appreciation and was attended by key institutional representatives. Officials from law enforcement and security forces were present, including personnel from the Indonesian National Armed Forces (Army, Navy, and Air Force), the Regional Police (Polda Kepri), and the District Attorney’s Office (Kejari), emphasizing the critical synergy between HIPAKAD and state apparatuses.
In addition to government and military officials, the ceremony served as a vital gathering for various civil society organizations (ormas) across Batam City. Among the attending delegations was DPD Grib Jaya Kepri, represented by Afriyanto, S.H., M.H., on behalf of its Chairman, Junady Edy.
The ceremony opened with a traditional Malay welcome dance (Tarian Persembahan), creating a dignified atmosphere. The performance served not only as cultural entertainment to honor the esteemed guests, but also as a symbol of the organization’s commitment to preserving local wisdom and cultural heritage.
With the 2025–2030 leadership now officially installed, DPD HIPAKAD Kepri is expected to take a more proactive role in executing community and social programs. Furthermore, the organization is encouraged to maintain solid collaboration with local government authorities, law enforcement agencies, and fellow community groups to ensure regional stability and public harmony throughout the Riau Islands.
HIPAKAD, as an organization bringing together children of active and retired Indonesian Army personnel (TNI AD), plays a strategic role in bridge-building between the military fraternity and general society. In border regions like the Riau Islands Province, which holds vital strategic geographic importance, civic organizations like HIPAKAD serve as key partners to state apparatuses in maintaining public order, promoting national defense awareness (bela negara), and bolstering social cohesion.
Following the inauguration, the newly appointed DPD HIPAKAD Kepri leadership is scheduled to formulate strategic regional work programs focusing on social welfare, legal empowerment, youth leadership, and economic initiatives for its members. Under the leadership of Safirizal Sitourus, the organization aims to establish active district-level chapters (DPC) across all seven regencies and cities in Riau Islands, ensuring community programs effectively reach grassroots levels.
